Bill was born in Washington D.C. and grew up in a disadvantaged section of D.C.  He worked part time off and on through high school and earned enough to pay his own expenses and buy a car.  He paid his way through college while working 20 – 40 hours a week.

While in Washington, Bill volunteered with several organizations.   He served as a Big Brother, helped with Cub Scouts camping, taught teenagers about business and tutored students from Spanish speaking families.  In addition, for three years he was a President of a Falls Church, Virginia Home Owners Association.

Here in Beaufort County he has volunteered much of his time.
